Turkish steel manufacturers increased their imports of ferrous scrap by 6.7% in 2024, reaching 20.09 million tons, according to data from the Turkish Statistical Institute (TUIK), as reported by Kallanish.
In December 2024, Turkish steelmakers imported 1.85 million tons of ferrous scrap, marking an 11.1% rise compared to December 2023 and a 25.5% increase from November 2024. The average transaction price stood at $395 per ton, up from $385 per ton in December 2023, but slightly lower than $398 per ton in November 2024.

For the entire year, the United States remained Turkey’s largest scrap supplier, shipping 4.53 million tons, followed by the Netherlands and the United Kingdom.
Despite rising scrap imports, Turkey’s rebar exports in 2024 fell by 1%, totaling 3.34 million tons.
Ahead of the implementation of the Carbon Border Adjustment Mechanism (CBAM) in 2026, the European Steel Association (EUROFER) has been pushing for restrictions on EU scrap exports and measures to lower costs. However, the Turkish Steel Producers Association (TCUD) warns that such policies could reduce scrap availability, posing risks to sustainable development and the green transformation of the steel industry.
“Reducing scrap exports could harm the circular economy. To counter unnecessary restrictions under the guise of ‘scrap leakage,’ we need to intensify dialogue with the European Commission,” stated TCUD Secretary General Veysel Yayan.
In 2023, Turkey’s scrap imports had declined by 10% compared to 2022, dropping to 18.83 million tons, largely due to low capacity utilization in the country’s steel mills. However, in 2024, Turkey increased steel production by 9.4%, reaching 36.89 million tons, securing its position as the eighth-largest steel producer globally.
